Και ερωτώ, για ποιο λόγο ένας πολίτης, ο οποίος αφού επιτυχώς έχει συμπληρώσει τις στρατιωτικές του υποχρεώσεις, πρέπει να είναι δική του έγνοια και υποχρέωση να αποδείξει σε οποιοδήποτε ότι πράγματι το έπραξε; Γιατί ο πολίτης πρέπει να είναι αυτός που θα επωμιστεί (και) αυτή την… άχρηστη (δεν βρίσκω άλλο χαρακτηρισμό) γραφειοκρατία; Δεν μας έφταναν αυτές που έχουμε (που το κράτος όφειλε ήδη να έχει διορθώσει), θέλουμε κι άλλες; Αντί να κάνουμε βήματα μπροστά για την ελαχιστοποίηση της γραφειοκρατίας μέσω της βελτιστοποίησης των κρατικών μηχανισμών και συστημάτων, πάμε πίσω-πίσω;
Δηλαδή οι ώρες που πρέπει να αναλώσει ο πολίτης για αυτή την ανούσια γραφειοκρατία, δεν μετρούν; Δεν μετρά το ότι θα χρειάζεται να πάρει άδεια από την εργασία του για να διευθετήσει αυτή την γραφειοκρατία, μιας και τα στρατολογικά γραφεία είναι ανοικτά μέχρι το μεσημέρι; Εγώ είμαι από τους «τυχερούς» που συμπλήρωσαν πέρσι το 27ο έτος ηλικίας. Η δουλειά μου απαιτεί να ταξιδεύω περίπου κάθε ένα - ενάμιση μήνα. Δηλαδή, εάν ήμουν ένα χρόνο νεαρότερος, θα έπρεπε να πηγαίνω στα στρατολογικά γραφεία ΔΕΚΑ φορές το χρόνο, να σπαταλώ τις ώρες μου, την ενέργεια και την υπομονή μου, για ένα χαρτί; Επίσης, είμαι ελεύθερος επαγγελματίας – τις ώρες που θα χάσω για αυτή την αχρείαστη διατύπωση (αφού πράγματι συμπλήρωσα τις στρατιωτικές μου υποχρεώσεις και δεν είμαι φυγόστρατος), ποιος θα έρθει να μου τις πληρώσει;
Γιατί η επιθυμία ενός νεαρού πολίτη να ταξιδέψει στο εξωτερικό να πρέπει να υπόκειται στην κρίση κάποιου δημόσιου υπαλλήλου; Ή μάλλον, γιατί πρέπει να υπόκειται στην έγκριση οποιουδήποτε; Δηλαδή εάν εγώ σαν ελεύθερος επαγγελματίας, που πρέπει να ταξιδέψω στο εξωτερικό για επαγγελματικούς λόγους, τύχει ένεκα κάποιου διαδικαστικού λάθους στα στρατολογικά, ο/η δημόσιος υπάλληλος να μου απορρίψει την αίτησή μου, τι θα γίνει; Ποιος είναι αυτός που θα τρέχει να βρει το λάθος; Ποιος είναι αυτός που θα εκτεθεί προς τις επαγγελματικές του υποχρεώσεις; Το «συγνώμη - λάθος» (που συνήθως ούτε καν αυτό το ακούμε), τίποτα δεν θα επανορθώσει, αφού εγώ και μόνον εγώ θα έχω φάει την όλη «φάκκαν»! Σκεφτείτε μόνο, το πόσο τραγικά γελοία θα ακούγονταν στους συνεργάτες που με αναμένουν στο εξωτερικό η δικαιολογία «Συγνώμη, τελικά δεν θα έρθω, επειδή εδώ στην Κύπρο, για 6 χρόνια μετά τη συμπλήρωση της στρατιωτικής μας θητείας, κάθε φορά που πρέπει να ταξιδέψουμε πρέπει να το αποδεικνύουμε ξανά και ξανά ότι πράγματι το πράξαμε και αυτή τη φορά, σόρρυ, κάτι πήγε λάθος με την αίτηση»!
Εάν ο κρατικός μηχανισμός, με τα υφιστάμενα συστήματα, δεν μπορεί να διαπιστώσει αμέσως εάν ένας πολίτης (οποιασδήποτε ηλικίας), έχει διεκπεραιώσει ή όχι τις στρατιωτικές του υποχρεώσεις, τότε γιατί να μεταφέρεται το πρόβλημα στην πλάτη του πολίτη και γιατί αντιθέτως να μην επικεντρώνονται οι προσπάθειες στην επίλυση αυτού του διαδικαστικού προβλήματος στον κρατικό μηχανισμό;
Να πιστέψω ότι είναι πράγμα αδύνατον να υλοποιηθεί, το σύστημα στον έλεγχο διαβατηρίων να μπορεί να υποδεικνύει αμέσως εάν ο πολίτης που επιθυμεί να ταξιδέψει δικαιούται, ή όχι; Όχι! Δεν το πιστεύω, επειδή σαν επαγγελματίας Πληροφορικής, ξέρω ότι αποκλείεται η λύση του προβλήματος να είναι πολυπλοκότερη από μια απλή προσθήκη πεδίων στη βάση δεδομένων, όπου θα επιστρέφει αμέσως την απάντηση εάν κάποιος συμπλήρωσε τις στρατιωτικές του υποχρεώσεις , ή όχι. Και για να μην θυμηθούμε την άλλη γραφειοκρατία, όπου οι αστυνομικοί στο αεροδρόμιο ζητούσαν (όποτε αυτοί θυμούνταν) το απολυτήριο του στρατού από τους άρρενες πολίτες.
Κύριε υπουργέ, κύριοι αρμόδιοι, κύριοι τεχνοκράτες. Να καταλάβετε επιτέλους, ότι ο κόσμος δεν περιστρέφεται γύρω από εσάς και ότι ο πολίτης δεν είναι υπόχρεος να επωμίζεται τις αδυναμίες των μηχανισμών και των συστημάτων, που δική σας δουλειά είναι να διορθώσετε και να απλοποιήσετε. Αντιθέτως, ΕΣΕΙΣ είστε αυτοί που πρέπει να προσαρμόζεστε στις ανάγκες αυτών που σας ψηφίζουν και πληρώνουν τους μισθούς σας, και οι πολίτες, αγαπητοί αρμόδιοι, αυτό που ΔΕΝ χρειάζονται αυτή τη στιγμή είναι περισσότερη αχρείαστη γραφειοκρατία. Προσωπικά έχω υψηλές προσδοκίες από την παρούσα κυβέρνηση. Μην με βγάλετε ψεύτη!

I did like your article but I was put off by your comments. Indeed Cyprus has many problems and it is tough to live there. Now about the army, why don't you challenge it in the court of law? I am sure you have very good chance to win as European Union protects free movement of people. By denying you the right to of movement within the EU, Cyprus is breaking the law.

First of all, about that "serious" thing in the title of my blog? Well, it is self-sarcasm, I am not really a "serious" blogger, sorry for not making this explicitly clear; I thought the smiley ":)" was making it obvious enough, but not for everyone, I guess. Also, I usually like to write the same way I am speaking in my everyday life. All the time. And in my everyday life, when I am pissed off about something, I say a lot of things like "gamw to" and "ppoustoppezevengos" (that last one I really like it). And since there isn't a censorship filter to stop me, I can't see the reason why not to do this in a blog, right? :) And about the specific issue, I was really pissed off, so that's why I used these words. So, excusez-moi pour mon francais. I know I sometimes have to bear the consequences of rejection by some people because of my bad-mouthed ways, but I am standing by to what I really am, hoping that people will see beyond the "ganmw to"s and into the substance of the message I am trying to propagate. And anyways, I like the saying of my good-ol' friend Will: "Seriousness is the only refuge of the shallow." - Oscar Wilde. Of course, I do not believe in it absolutely, as I am not an absolute-minded person, but it is a fun saying, isn't it? :)
SO.... to the psiton. That decision of the ministry of defence? Well, guess what? Thanks to the combined outcry of citizens (like modest moi) and organizations as such, it was CANCELLED. So, we DID make a difference without taking it to the law of court, hadn't we? :).
Another thing, I suspect that you may be considering me as one of those Cypriots that are whining about Cyprus all the time. Well, you are right, BUT I also recognize that Cyprus is the BEST country in the region. I happen to travel every month abroad and be interested into the social issues of foreign countries in particular. Let me tell you something my friend, Cyprus is better to “MUCH better” in most things from countries like ALL those in the middle east, North Africa, Turkey, Israel, Greece, Bulgaria, Albania, FYROM, Albania, ex-Yugoslavia, Hungary, Poland, Belorussia and many, many more. And in some areas, Cyprus is better than UK, Germany, Italy and so on. This I recognize it and I am really THANKFUL to God (or Buddha, of Allah, or Rick James, or the Great Flying Spaghetti Monster, or Mighty Nothingness) about that.
BUT, no way this means that if I see something SHIT in my country I am not going to protest about it, because I will say "oh, it is not so bad, in Greece and Syria they are much worse in this issue than us, so we are lucky". You know? If we are in a bad situation, I am NOT going to compare with countries that they are WORSE than Cyprus in this area. What is the usefulness of comparing to the WORSE thing? Shouldn't we always look up to the BETTER thing? If I contracted a light form of skin melanoma, I am not going to say "oh, I am fine, look at the other poor guy that has multiple cancers in lungs and liver" - I will compare to the healthy guy - of course!

Thanks for replying to my comments. Well I doubt very much Cyprus is the best country of the region unless you compare it with the Mid-East third world countries. Of course this is not the topic of the discussion so I don't want to start a whole new thread. I may as well be wrong as I am away from Cyprus for the last 10 years. However I do visit Cyprus every 2 years and there are a whole lot of things to complain about. It is a good start you compare Cyprus to the better countries than the worse.
Let me go back to my original comment and ask few things. Why do guys in Cyprus have to do army service for more than 2 years but girls can go anywhere they want with no restriction? Why does the Cyprus goverment restricts the freedom of movement for Cypriot men from the age of 16 until they complete their national service? Why other minorities in Cyprus do not have to do army service ? I can see at least two types of discrimination here. 1.Discrimination based on Ethnicity (Greek Cypriots). 2. Discrimination based on gender (male).
I am not sure in which legal framework the Cyprus goverment base their decisions. Since you "bother" about things maybe you can answer these questions. I have been asking myself these questions since I was 16 years old and never got a concrete answer. Especially now with Cyprus beeing one of the 27 members of the EU. I asked these questions in the past and the answers I got are "Special Circumstances in Cyprus". This is not a conviencing answer and I am not buying it. Let me know your thoughts.
